All the reports are based upon SQL-queries. When creating a report, you can decide if it is to be defined as global. Defining it as global will allow all users the possibility of running the report. Which reports you have access to is controlled on three levels:-
1. No privileges ; the user can only access global reports.
2. Read only privileges ; the user can view all reports but will not be allowed to change them.
3. Write privileges ; the user can add/change/delete reports.
